In Asian countries such as Vietnam and the Philippines, access to education has improved in recent decades, however significant inequalities persist between urban and rural areas and disadvantaged communities. Structural poverty, informal employment and financial hardship mean that many families, especially migrant families and those with unstable incomes, struggle to cover the costs associated with schooling, even when education is officially free.
- In the Philippines, around 10% of children and young people aged 6 to 24 are out of school, with financial difficulties among the main reasons. Although basic education is free, the costs of school supplies, transport and meals can still be a significant barrier for low-income families. (Philippine Statistics Authority, 2023).
- In Vietnam, English-language skills are increasingly important for accessing higher education and employment opportunities However, private language courses are often unaffordable for low-income and migrant families, limiting their access to additional language training and potentially widening existing educational inequalities(UNESCO Global Education Monitoring Report, 2023).
Despite ongoing efforts, millions of children and young people still lack access to inclusive, equitable and quality education. Through school and community programmes in San Carlos and Calamba (Philippines) and Ho Chi Minh City (Vietnam), the Dominican Sisters of the Anunciata promote comprehensive scholarship programmes to address this urgent need.

The project
The school scholarship programme in Asia is an initiative of the Anunciata Solidaria Foundation that aims to ensure access to quality education for children and young people living in disadvantaged communities and underserved urban areas of Southeast Asia.
The programme supports a growing number of students who are motivated to continue their education but face financial barriers that put their studies at risk, The projects in Asia are implemented in three locations:
- In San Carlos, Pangasinan (Philippines), 50 primary and secondary students from Anunciata School receive educational support. The school serves a rural farming community where many families have low and unstable incomes. The scholarships cover tuition fees and school supplies, alongside emotional and spiritual support.
- In Calamba, Laguna (Philippines), 29 scholarships are provided to children and young people from highly vulnerable backgrounds in disadvantaged communities near the San Juan River. Support includes meals, school supplies, transport and tuition fees for secondary and university education.
- In Ho Chi Minh City (Vietnam), 11 students receive financial support to attend private English classes taught by the Sisters, with the aim of obtaining a Cambridge English certification and improving their prospects for higher education and skilled employment.
Across all three communities, the Sisters work closely with families and monitor each student’s academic progress and overall well-being while supporting the personal and spiritual development of every child and young person. Objective:
To support vulnerable children and young people in Vietnam and the Philippines in continuing their education and improving their access to further education and employment opportunities through school scholarships and educational support covering tuition fees, scool supplies, meals, transport and other education-related costs.
Beneficiaries: 90 students
- 50 in San Carlos (Philippines)
- 29 in Calamba (Philippines)
- 11 in Ho Chi Minh City (Vietnam)
Budget 2024–2026: €15,108.40
